Effective public affairs work requires a coherent strategy. hbpa analyzes the political and regulatory environment of the respective client and, on this basis, develops individual public affairs strategies tailored to the client's business model and goals. Based on this, we advise our clients on questions of positioning, issue management and interaction with political stakeholders.

Intelligence
Accurate information is the currency of advocacy. hbpa systematically and continuously monitors the legislative processes relevant to the respective customer as well as the continuous stream of opinions in the media and social networks. The results of our monitoring are summarized in customer-specific "AdHoc News" as well as weekly, monthly or quarterly reports. Legislative developments are shown along a timeline on the hbpa LegTrack, where you will find compact background information for each law. The “Next week in Parliament” preview and the hbpa "political calender outlook" round off our “Intelligence as a Service” offer.
Analysis
Companies need precise knowledge of the political, regulatory or regional environment in which they want to launch a topic or implement a project (e.g. in the area of infrastructure). hbpa creates in-depth analyses in which legislative conditions, election results and their effects, regional characteristics and relevant stakeholders are presented and evaluated in equal measure. The question of to what extent and with which tenor a certain topic appears in the media and social media is also a regular subject of our analyses, which typically end in concrete recommendations for action.

Content
Content and its appealing mediation ("story telling") are the basis of successful political communication. hbpa designs and writes political (or aimed-at-politics) narratives, position papers, special issues and policy letters in print and online format. Speeches, presentations or letters on special occasions are also created in our “Writer's Room”. When it comes to layout and design, we work together with selected creative partners. By creating mailing lists and letters, we also support our customers with regard to the distribution of their publications.

For a global leader in the imaging industry, hbpa created position papers targeted at members of parliament and government officials at federal and state ministries. Recent issues covered topics such as administrative reform, Digital Health, and Smart & Safe City (autumn 2021).
For the platform BerlinLab Digitale Gesundheit, hbpa designed the brochure “Data donation in healthcare” on the basis of a workshop series also designed by hbpa. hbpa developed the structure of the 36-page publication, coordinated the creation of texts by numerous guest authors and contributed several texts itself.
For the "Deutschland Digital" campaign of a leading IT provider, hbpa has written specials on "eHealth", "Smart Retail", "IT Security" and "Innovation in SMEs". The single-issue booklets appeared in parallel to corresponding events, which were also planned, organized and carried out by hbpa.

Dialogue
A core task of public affairs consulting is to mediate constructive encounters between customers and politicians.
hbpa makes recommendations as to whom the customer should meet and takes over the entire organization of a conversation - from the inquiry to fixing and preparing the content (briefings, talking points) to support, recording and follow-up. We also design and implement innovative, topic-based event formats, including parliamentary breakfasts or evenings, panel discussions or association meetings.
The goal is always to increase the visibility of our customers in the political arena and to make their issues and concerns heard. All formats are also offered in digital form.

Digital Public Affairs
Social media and digital channels are now an integral part of political communication. In order to be noticed in the digital public and to take part in the debates conducted there, a clear strategy, relevant content and a professional appearance are required.
hbpa analyzes the digital environment of its customers, develops targeted topic and "posting" strategies for Facebook or Twitter, for example, and implements them accordingly.

As part of the communication campaign of an industry association, hbpa was responsible for the entire social media presence. hbpa developped issue strategies, wrote tweets and posts and, on this basis, continuously posted the campaign on Twitter and Facebook.

Hans Bellstedt (Dr. phil.) is the founder and owner of Hans Bellstedt Public Affairs GmbH. He advises board members and managing directors on strategic and political issues, coordinates the hbpa competence partners and represents hbpa in the global Dentons Global Advisors Network.
Hans Bellstedt studied modern history, economics and political science in Göttingen, Bordeaux, Bonn and Paris. He was an employee of Karl Lamers, MP (1990-1991), office manager of DIHT (German Chambers of Commerce Association) President Hans-Peter Stihl (1992-1995) and a corporate communications officer at ABB Asea Brown Boveri AG. From 1999 to the end of 2007 he managed the communications agency Plato GmbH, which he had founded together with advertising group Scholz & Friends.
Hans Bellstedt is a lecturer in public affairs at the Technical University (TU) of Berlin and has published the anthology "Public Affairs. Strategies and Instruments of Advocacy" (2010). He likes to run, collects art and is a reading mentor at a primary school in Berlin-Wedding.

Team Lead
Tine Feddersen is Account Manager and Team Lead at hbpa. She is responsible for an account in the area of financial services and manages tasks and projects in the areas of energy, climate and the environment. As a team lead, she performs cross-mandate and cross-project control and coordination tasks.
Tine studied law at Humboldt University of Berlin with main focus on criminal law. Besides her studies, she gained several years of work experience at the office of a member of the German parliament. Moreover Tine interned at the energy policy department of the German Wind Energy Association, at a law firm with a focus on renewable energy and at various courts.

Fabian Appel is a junior associate at hbpa. He supports the team in the areas of energy, environment/climate and infrastructure policy, i.a., by monitoring current political developments.
Fabian is a graduate of Political Science and General Rhetoric at the Eberhard Karls University of Tübingen. During his studies, he gained relevant practical experience at agencies, consultancies, and through internships in the political arena in Berlin. A year abroad in Mexico was among his most formative experiences.
Apart from dealing with energy policy, Fabian gains his personal energy from drinking coffee, playing soccer, and traveling.

Katharina Sophie Bellstedt is a student Public Affairs Researcher at hbpa. She supports the monitoring of current political events with a focus on digital and health policy and other current PA tasks.
Katharina completed her bachelor's degree in journalism and political science at the Johannes Gutenberg University in Mainz in 2022. She gained her first professional experience at "funk" - the content network of ARD and ZDF - as well as in the editorial department of ARD Online, where she also worked as a student trainee after a journalistic internship. This was followed by internships in the online and television editorial department of SAT.1 breakfast television, at Spiegel TV and the ZDF state studio in Lower Saxony. Currently, along with her studies, she supports Otto Group Holding in the department for Corporate Digital Responsibility.
Katharina Bellstedt has been studying journalism and communication science (master’s degree) at the University of Hamburg since autumn 2022.

Chiara Fischer is a student public affairs researcher at hbpa. She supports the team in research projects in the field of energy.
Chiara has been studying political and administrative sciences at the University of Konstanz since 2018. She spent semesters abroad at Istanbul Bilgi University in Turkey and Tel Aviv University in Israel.
She has gained work experience through internships at the Voith Group in Heidenheim an der Brenz and the Istanbul Policy Center in Turkey. She also worked as a student assistant at the University of Konstanz.

Peter Husen (political scientist) is hbpa´s competence partner for transport policy and European public affairs (including telecommunications, digital affairs).
As managing director of his own company Peter Husen Political Solutions, he looks after customers in the fields of digitization, energy, environment/climate and mobility. In joint projects with hbpa, Peter Husen contributes in particular his European policy expertise and experience in the sectors mentioned.
Peter Husen has been working as a consultant and business representative at the crossroads of politics and business for 15 years. During five of these years, Peter was located directly in Brussels, where he advocated his clients' interests vis-à-vis the EU institutions. EU legislation has been a focus of Peter's work ever since.
Peter Husen holds a diploma in political science (Otto-Suhr-Institut of Freie Universität Berlin). In the early 2000s, he published the first academic paper, in German language, on the public affairs sector in Germany and Europe. Peter Husen is a lecturer for "International Public Affairs" at the University for Technology and Economics in Berlin. He carries out workshops and lectures on future-oriented topics including digitization and industry 4.0 on a regular basis.

Jonas Murr works as a Public Affairs researcher at hbpa. He supports the team in monitoring current political developments with a focus on logistics and mobility as well as in other research tasks.
Jonas studied governance and public policy at the University of Passau. Before and during this time, he completed various internships in the political and business sphere, including in the German Bundestag and at the automotive supplier Schaeffler. In addition, he volunteered, among other things, as the event manager of the Passau Political Days 2019.

Johannes Näumann is hbpa's competence partner for energy, climate, circular economy and building & living. He observes and analyzes political events for his clients, organizes contacts and writes regular political reports.
Johannes Näumann was born in Heidelberg and grew up in southern Germany. After studying history and political science in Tübingen, Salamanca and Berlin, he learned the craft of communication and press work as a freelancer at DeutschlandRadio. He then became a consultant in the office of Ernst Burgbacher, member of the Bundestag, where he discovered his passion for parliamentary processes.
In 2001, Johannes Näumann took over the press and public relations department at the TÜV (Technical Surveillance) association as press spokesman. There he accompanied the change process to a modern association and headed the association's communication department from 2008. Johannes Näumann has been advising companies and associations on complex challenges at the interface between technology, politics and society since 2017.
In his free time, the lover of classical music and art loves to play the cello.

Katharina Rock has been employed with hbpa until March 31st, 2022. She started her Ph. D. project on April 1st, 2022. Notwithstanding, in special situations (and on a limited scale), she may assist hbpa and her clients as PA Advisor especially in the field of energy and climate policy.
Katharina studied political and environmental sciences at the University of Potsdam and the Humboldt University in Berlin. She spent semesters abroad in Brussels and Tanzania. Due to her extensive work experience in the German Bundestag, Katharina has a strong practical understanding of politics. She is also familiar with working with clients from the business world due to her previous assignment at a consulting firm.

Leoni Schulz works as a public affairs researcher at hbpa. She supports the team in monitoring current political developments with a focus on energy, digital and health policy, as well as other research projects.
Leoni completed her International Baccalaureate (International Abitur) at the International School of Zug and Lucerne in Switzerland in 2021. She started her law studies in Berlin in the winter semester of 2022. She spent the last six months on various formative trips through Europe and then as a supervisor in a Swiss ski area.

Dr. Tobias Weiler is hbpa’s competence partner for Life Sciences & Health Care.
Within the scope of his public affairs activities, Dr. Tobias Weiler focuses not only on EU policies in the field of Life Sciences / Healthcare, but also on international cooperation in health care as well as e-health and digitization (including approvals for digital applications, interoperability, digitization and care). He advises companies in the pharmaceutical and medical technology industries on M&A and strategic sales orientation.
Prior to joining the consultancy Tobias Weiler represented the interests of various associations of the high-tech industry such as ZVEI, vfa, VDI and SPECTARIS in Brussels and Berlin.
Tobias Weiler studied political science at the universities of Tübingen and Hamburg from 1983 to 1989. In 1994, he was awarded a scholarship from the German Research Foundation (DFG) to study European research and technology policy at the Graduate College "European Integration" at the University of Tübingen. From 1994 to 1995 he was Coordinator Parliamentary Relations in the European Commission (Directorate General Research) in Brussels.

Anna Wittmann works as a public affairs researcher at hbpa. She supports the team in research projects in the field of energy and in monitoring current political developments with a focus on circular economy. She also helps the team in the field of Social Media.
In July 2022 she graduated from highschool in her hometown Bamberg. At her school she was a pupil representative and initiated a project against racism. In her community she acted as a youth spokeswoman.
Right now Anna is doing a Gap-Year to find out, what she wants to study. Before she came to hbpa she worked for TUI on the greek island Kos as a Kids Club Host, where she earned an international Degree in Childcare.
In our “forecast” video series, we regularly talk to politicians about current issues. Most recently, Johann Saathoff MdB (SPD), now Parliamentary State Secretary at the Federal Interior Ministry, Chris Kühn MdB (Greens), now Parliamentary State Secretary at the Environment Ministry, and Mario Brandenburg MdB (FDP), now Parliamentary State Secretary at the Ministry for Research and Education, were our guests.
